The Municipal Modernization Program, delivered through the Ministry of Municipal Affairs and Housing, was originally released in March 2019 as a set allocated transfer payment to 405 small and rural municipalities in Ontario. The goal was to provide recipients with funding to undertake expenditure reviews in order to find service delivery efficiencies and lower costs in the longer term.
In October 2019, the Province announced that the program would be renewed through a grant application intake. On November 12, the Ministry sent the 405 small and rural municipalities an email inviting them to submit an expression of interest by December 6, 2019. The program will run through to 2023 with an overall amount of $125 million available to municipalities. The first intake will focus on budget reviews and modernization of services.
